ULFA Faction Signs Peace Agreement: A tripartite peace agreement was signed on December 29, 2023, in New Delhi involving the pro-talk faction of the United Liberation Front of Asom (ULFA), the government of India, and the Assam state government. This historic agreement concluded more than 44 years of armed struggle, effectively bringing an end to one of the largest insurgent groups in northeastern India.
The signing ceremony, following 12 years of negotiations, was attended by key figures including Union Home Minister Amit Shah, Assam Chief Minister Himanta Biswa Sarma, and a 16-member ULFA delegation led by Arabinda Rajkhowa. Among the 29-member ULFA pro-talks delegation were Anup Chetia, Sasadhar Choudhury, Mrinal Hazarika, and 14 representatives from civil society.
This peace agreement is of great historical importance as it brings the largest militant group in the Northeast region into the mainstream.
Paresh Baruah, who leads the ULFA (Independent) faction, continues to oppose participating in discussions.

The ULFA organization was established on April 7, 1979, in Sivasagar, Assam. Its founders aimed to establish a “sovereign Assam” for the indigenous people of the state. As the group began armed operations in the late 1980s, leaders like Paresh Baruah, Arabinda Rajkhowa, and Anup Chetia rose to prominence in the state.
ULFA Peace Deal Details in Points
- The agreement aims to address pressing issues such as illegal immigration, land rights for indigenous communities, and a substantial Rs 1.5 lakh crore investment for the development of Assam.
- The agreement also includes the reservation of 97 out of 126 assembly seats for indigenous people and recognizes the annual Assam floods as a “national priority.”
