Hagrama Mohilary as BLT Chief: Hagrama Mohilary was the Chief of the Bodo Liberation Tiger Force (BLTF) before joining politics. The Bodo Liberation Tiger (BLT) Force was founded on 18 June 1996 by Hagrama Mohilary and Prem Singh Brahma. Since then, Hagrama was appointed as chief commander of the Bodo Liberation Army (BLT) Force.
On 10 February 2003 the representatives of the Bodo Liberation Tiger (BLT) Force and the governments of India and the Government of Assam reached an agreement and signed a Memorandum of Settlement (MoS) in New Delhi.
A total of 2,641 BLTF cadres surrendered along with Hagrama Mohilary and laid down their arms on 6 December 2003 at Kokrajhar. A huge number of them were absorbed into the CRPF. On the following day, an interim 12‑member executive council of the Bodoland Territorial Council (BTC) was formed in Kokrajhar.

Hagrama Mohilary played a key role in the establishment of the Bodoland Territorial Council (BTC) on 10 February 2003. The BTC was constituted under the Sixth Schedule to the Constitution of India in the year 2003 after the signing of the Memorandum of Settlement on 10th February 2003.
The Government of India, the Government of Assam, and the Bodo Liberation Tigers (BLT) fulfill the need for economic, educational, and linguistic aspiration and the preservation of land rights, socio-cultural and ethnic identity of the Bodos and to speed up the infrastructure in the BTC area.
The Bodoland Territorial Council (BTC), a self-governing body is a new name added to the provision of the Sixth Schedule to the Constitution of India, in BTAD, Assam. Soon after taking over BTC as the first Chief Executive Member, Hagrama Mohilary advocated for quality education in the BTC area.

Hagrama Mohilary Leader: After the formation of BTC, the Bodoland People’s Front (BPF) party was founded by Hagrama Mohilary and Emmanual Moshahary in 2005. The BPF is a regional political party in Assam. The first BTC election was held in 2005, and the newly founded BPF Party won the BTC election in 2005.
In 2010, the BPF led by Hagrama Mohilary swept the Bodoland Territorial Council (BTC) polls winning 31 of the 40 seats. In the 2015 BTC Election BPF won the election for the third consecutive term by winning 20 seats and 28.5 percent of the votes.
In the 2020 BTC election, Hagrama Mohilary was elected to Debargaon and Kochugaon Constituencies, where he won the Debargaon but lost the Kochugaon constituency. Hagrama Mohilary led – BPF party won 17 seats among 40 seats in the 2020 BTC Election but unfortunately, the BPF party was not able to make the government.
3rd Bodo Peace Accord | Hagrama Mohilary Signatory
The third Bodo Peace Accord was signed on 27 January 2023, between the Indian Government, The Assam government, and Bodo representatives, with all four factions of the National Democratic Front of Bodoland (NDFB), United Bodo People’s Organization (UBPO) and All Bodo Students Union (ABSU).
