Assam State School Education Board: Assam Govt Forms New Single Board ASSEB, Merging SEBA and AHSEC

Assam State School Education Board: In the final day of the Assam Assembly Budget 26 February 2024, the government made an innovative decision regarding the school education system in Assam. Assam assembly approved the ASSEB bill 2024 merging SEBA and AHSEC into one single education entity.

About Assam State School Education Board

The Assam State School Education Board was established in 2024 as a new entity responsible for overseeing the state’s education system from class 1 to 12, merging SEBA and AHSEC. It is expected to start functioning in the 2024-25 academic year, with further details to be announced in due course.

The ASSEB, which is based on the National Education Policy 2020 (NEP), aims to develop, regulate and supervise the standards and quality of secondary education in Assam.

ASSEB: Transformative Education Reform

The amalgamation of SEBA and AHSEC into ASSEB represents a unified approach to examinations, certificates, and the overall administration of the state education system from class 1 to Class 12.

However, the final exams from Class 9 up to Class 12 will no longer be conducted by the respective schools. Instead, they will be conducted by the ASSEB Board.

ASSEB Bill 2024

The Assam State School Education Board Bill, presented by Cabinet Minister Pijush Hazarika on behalf of Education Minister Ranoj Pegu on February 7 of Assam Budget 2024-25, was successfully approved on the last day of the Assam Legislative Assembly’s Budget session in Dispur on February 26, 2024.

This bill leads to the merger of the Board of Secondary Education, Assam (SEBA), responsible for Class 10 examinations, and the Assam Higher Secondary Education Council (AHSEC), overseeing Class 12 exams. These two bodies will now form a single education board called the Assam State School Education Board (ASSEB).

ASSEB Body Members

The government will nominate a chairman to lead the ASSEB and oversee the board. Each division will have a vice chairman appointed by the government. The board will have up of 21 members, each serving a three-year term and an option to renew for another three years.

The Board of Secondary Education, Assam, also known as SEBA, is the education regulatory board in Assam responsible for awarding the High School Leaving Certificate (HSLC) to students who pass the class 10 examination. The Assam Secondary Education Act, 1961 (Assam Act, XXV of 1961) was created to improve secondary education in the state, came into existence on 14 March, 1962.
