BTR Accord 2020: The BTR government celebrates BTR Accord Day annually on January 27. This year, in 2025, the government of BTR has celebrated the 5th BTR Peace Accord for a 2-day program, marking the milestone completion of 5 years.

What is BTR Accord Day?

The 3rd Bodo peace accord, also known as BTR accord day, was signed on 27 Jan 2020 as a tripartite agreement between the Government of India (GoI), the Government of Assam (GoA), and the Bodo people. In this 3rd Bodo peace accord, the Bodoland Territorial Area District (BTAD) has been renamed Bodoland Territorial Region (BTR).

The four factions of NDFB, ABSU, UBFO, and BPF party signed the 3rd Bodo accord representing the people. This particular accord day is celebrated as BTR accord day by the current BTR govt led by the CEM Pramod Boro.

The agreement facilitated the formation of the Bodoland Territorial Region (BTR), which provides enhanced executive and legislative powers. In this BTR Memorandum of Settlement, certain decisions were made regarding educational institutions Industries and Employment Generation Projects.

BTR Educational and Other Important Institutions

According to the Bodo Accord peace agreement signed in 2020, the Government of India and the Government of Assam will make the certain developments in the Bodoland Territorial Region (BTR). Let’s explore the details of the agreement and discuss the remaining tasks that the government needs to address.

Setting up of Educational Institutions by Govt of India

As per the “third bodo peace accord”, the Central govt as agreed to setup the following new educational and other important institutions as mentioned on the Annexure II of the agreement.

  1. Upendra Nath Brahma Central University at Barama in Baksa District.
  2. National Sports University (Location not mentioned).
  3. Sports Authority of India centres at Udalguri, Baksa and Chirang.
  4. Institute of Livelihood Management at Tangla in Udalguri District.
  5. North-East Regional Institute of Medical Science at Rwomari in Chirang
    District.
  6. Hotel & Tourism Management Institute (Location not mentioned).
  7. Regional campus of Indira Gandhi National Tribal University at
    Bhairabkunda (Udalguri District).
  8. Bodoland Movement Memorial Museum at Salibari (Baksa District).
  9. National Institute of Technology (NIT) at Udalguri District.
  10. Additional Navodaya Vidyalaya in each district of BTAD.

Assam Govt to set up Educational and Other Important Institutions in Bodoland

  1. Bodoland Institute of Rural Development at Gossaigaon in Kokrajhar
    District.
  2. Polytechnic and Vocational Training Institute at Singlimari, Horsinga,
    Basbari and Gabardhana.
  3. Organic University at Rowta.
  4. Veterinary College/Hospital at Kumarikata.
  5. Institute of Paramedical and Nursing Sciences.
  6. Provincialisation of College of Music and Fine Arts at Kokrajhar.
  7. Birsa Munda Cultural Complex.
  8. Swami Vivekananda Youth Centre.
  9. Dr. Bhupen Hazarika Memorial multi-purpose Cultural Auditorium.
  10. Gorkha Bhawan at Chirang.
  11. Kheraishali Centre for Bodo Art and Culture with Tribal Art Gallery cum
    Museum at Bhergaon.
  12. Bathou Harimaphuri at Kumarikata.

BTR Industries and Employment Generation Projects

According to the Bodo Accord peace agreement signed in 2020, the Government of India and the Government of Assam will make certain developments in the BTR. Let’s explore the agreement’s details and discuss the remaining tasks the government needs to address.

The central government is to boost the industries and Employment Generation Projects, per Annexure – III in the BTR peace accord signed in 2020.

Setting up of Industries and Employment Generation Projects by Govt of India

  1. Development of Industrial Estates at Ramfalbil (Kokrajhar District) and
    Kokilaribari (Baksa District) for setting up small industries.
  2. Food processing plants with cold storage facilities at identified centers.
  3. Training, production and marketing centres for Handloom and Textile products at
    identified locations.
  4. Bamboo Nursery cum production and Processing Centre
  5. Promotion of Eco Tourism in
    1. Manas National Park
    2. Bornadi Wildlife Sanctuary
    3. Chakrasila Wildlife Sanctuary
    4. Bhairabkunda
    5. Kalamati
    6. Bagamati
    7. Ullapani
    8. Kachugaon
    9. Jamduar
    10. Diplai Lake
    11. Dheer Bheel Lake
    12. Saraichar Lake
    13. Daranga Mela

Assam Govt to Established Industries and Employment Generation Projects in BTR

  1. Formulation of suitable Industrial Policy for BTAD
  2. Farm machinery bank at identified centers with infrastructure to support livelihood
    and agricultural development.
  3. Organic Horticultural Park.
  4. Animal Feed plants at identified centers
  5. Centres for fish breeding, training and farming at identified centers in BTAD
  6. Organic manure production centre at Jharaguri
  7. Indigenous Food Park at identified locations
  8. Emporium for tribal women to showcase handicrafts
  9. Vir Chilarai Rural Resource Centre

New Infrastructure in Bodoland

As per the Bodo peace accord 2020, the Central & Assam govt as agreed to setup the following new infrastructure in Bodoland as mentioned on the Annexure IV of the agreement.

Central Govt to Build New Infrastructure

  1. Construction of a Highway in the name of Banasur from Majbat to Holongi at
    Sonitpur Distict.
  2. Construction of bridges on river Sankosh in Kokrajhar District and Dhansiri at
    Bhairabkunda in Udalguri District.
  3. National Stadium for both indoor and outdoor events at Udalguri.
  4. Comprehensive drinking water scheme for villages near Indo-Bhutan border.
  5. Cancer Hospital and Medical College at Tamulpur.
  6. Flyovers at railway crossings at Goreswar, Tangla and Udalguri.
  7. Overbridge on NH-31 at Chapaguri (Chirang District).

New Infrastructure in Bodoland By Assam Govt

  1. Construction of embankments to protect erosion and inundation by floods under
    river management project.
  2. Upgradation of District Hospitals/sub-Health Centers/Veterinary Hospitals
  3. Bodoland Guest House in Mumbai
