Assam Cabinet Meeting 9 August 2023: The Weekly Assam Cabinet meeting which was held in New Delhi on August 9 resulted in several crucial decisions. These included the allocation of special grants in line with the Asha Supervisor policy for ITI enrollment conservation, along with measures to promote sports talent.

On August 9th, the Weekly Assam Cabinet, under the leadership of Chief Minister Dr. Himanta Biswa Sarma, assembled in New Delhi and delivered several significant verdicts. These encompassed the distribution of targeted grants in adherence to the Asha Supervisor policy for conserving ITI enrollments, as well as initiatives to advance sports prowess.

The weekly Assam Cabinet Meeting, chaired by Assam CM Dr Himanta Biswa Sarma in New Delhi.

Highlighted below are the key determinations of the Assam Cabinet Meeting held in 9 August 2023:

  1. Termination Age of ASHA, ASHA Supervisors Fixed
    • Termination age and one-time gratitude benefit for Accredited Social Health Activists (ASHA) and ASHA Supervisors fixed
    • The age of relinquishment of services of ASHA & ASHA Supervisors to be 60 years
    • ASHA who rendered continuous voluntary service for a minimum of 10 years will be entitled to a one-time gratitude benefit of Rs. 2 lakh on relinquishment of their services on attaining 60 years
    • Similarly, ASHA Supervisors will be able to avail a one-time gratitude benefit of Rs. 3 lakh on relinquishment of their services on attaining 60 years
    • ASHA and ASHA Supervisors will be eligible for a one-time gratitude benefit of Rs. 1 lakh in case of resignation or relinquishment of voluntary service before attaining 60 years, but after rendering continuous voluntary service for a minimum of 10 years.
    • Next-of-kin of ASHA and ASHA Supervisors who die in harness will get the benefits as per their eligibility
  2. Filip to Regional Air Connectivity III
    • Viability Gap Funding (VGF) under Non-UDAN scheme for Guwahati-Jorhat route approved
    • FlyBig to be allowed to operate Guwahati-Jorhat route under VGF provision of Non-UDAN scheme on similar terms & conditions as well as revenue model of the Guwahati-Dibrugarh and Guwahati-Silchar routes
    • Extension of operation of flights among these sectors approved till 31 March 2024 under VGF provision of Non-UDAN Scheme
  3. Rechristening Food, Civil Supplies Dept IEEE
    • Food, Civil Supplies and Consumer Affairs Department to be renamed as Food, Public Distribution and Consumer Affairs Department
    • The department is responsible for implementation of Food Security Rules, control orders related to public distribution systems and formulation of policies related to food security, etc
  4. Policy For Smooth Land Acquisition IEEE
    • Amendment to the policy for procurement of land through direct purchase by way of negotiated settlement for public purposes
  5. Khel Maharan for Nurturing Sports Talents IN
    • Khel Maharan to be held for identifying and nurturing sports talents at the grassroots
    • More than 50 lakh sportspersons to participate & compete in five sporting disciplines – Athletics (100m, 200m, 400m & 800m), Football, Kabaddi, Volleyball and Kho-Kho
    • Competition in 4 age categories:
      • Under 19 (Men)
      • Under 19 (Women)
      • Above 19 (Men)
      • Above 19 (Women)
    • Stages of competition:
      • e Gram Panchayat/ULB/Wards level and Village Council Development Committee/MAC level of BTR, KAAC & DHAC
      • Assembly constituencies
      • District level
      • State level
    • State level events to be held at Guwahati, Dibrugarh, Silchar, Kokrajhar & Diphu with each location holding the final event of a particular discipline
  6. Reservation of Seats in ITIs for OBCs/MOBCs
    • Reservation policy for admission into ITIs for Ahom, Moran, Matak, Chutia, Koch Rajbongshi communities, etc, under the OBC/MOBC categories approved to ensure equitable representation of students from backward communities. TGL/Ex-TGL communities are already availing 5% reservation within OBC/MOBC category
    • Breakdown of seats reserved in ITs against the 27% OBC/MOBC reservation:
      • Koch Rajbongshi– 213 {No. of seats reserved (as per percent seat strength)}
      • Tai Ahom– 164 {No. of seats reserved (as per percent seat strength)}
      • Chutia– 147 {No. of seats reserved (as per percent seat strength)}
      • Moran– 131 {No. of seats reserved (as per percent seat strength)}
      • Matak– 131 {No. of seats reserved (as per percent seat strength)}
      • Percentage of seats reserved (as per unit)- 3.24%
    • Vacant seats in ITIs to be filled up after 4th/5th e-Counselling under all reserved categories from the remaining registered and verified reserved category candidates on the e-Counselling portal in order of merit
