100th Assam Cabinet Meeting: Assam cabinet decision August 2023 on Friday reached a noteworthy achievement by conducting its 100th Cabinet Meeting in just 28 months compared to 264 cabinet meetings in the 20 years.

The Assam cabinet today, under the guidance of Chief Minister Himanta Biswa Sarma, reached a noteworthy milestone on Friday by conducting its 100th Assam cabinet meeting within a mere 2 years 4 months period, since the government came to power in May 2021. Significantly, during the press conference, CM Sarma highlighted that the 100th Assam Cabinet Meeting, which started at 11 AM and concluded at 4 PM at Brahmaputra State Guest House, Kharghuli, Guwahati, stood out as the lengthiest one yet.

During the first cabinet meeting in May 2021, the state government decided to hold cabinet meetings every Wednesday. They later opted to organize one meeting each month outside of Guwahati, out of 4 meetings. However, due to various challenges, not all meetings followed to the Wednesday schedule, and there were instances when no meetings occurred in certain weeks.

Assam CM Himanta Biswa Sarma emphasized the significant rise in the number of cabinet meetings conducted by the state government. CM Sarma pointed out that, compared to a total of 264 cabinet meetings in the 20 years before his government took office, his administration has already held 100 meetings in just 28 months.

A total of 264 cabinet meetings were held in the state during these 20 years.

During a press conference held after a 100th Assam Cabinet Meeting that extended for more than 5 hours in Guwahati, CM Himanta Biswa Sarma mentioned that in the last 99 meetings, a total of 1238 decisions were made. Among these decisions, 1217 were executed either fully or partially put into action. This shows that the government was able to carry out 98% of the decisions that were taken by the Assam cabinet.

In another notable decision during the 100th Assam Cabinet Meeting, the state cabinet has chosen to create four new districts. These districts were merged with existing ones before the Election Commission conducted its delimitation. Now that the Election Commission has completed this process and released the final list of assembly and parliamentary constituencies, these four districts are being re-established.

However, there have been changes in their geographical areas to align with the newly formed assembly constituencies. The new districts are known as:

  1. Hojai
  2. Biswanath
  3. Tamulpur
  4. Bajali

Ever since the first Cabinet meeting on May 11, 2021, we decided that we need to meet weekly to get policies into effect by implementing them for the benefit of the people

Accordingly, we have been taking people-centric decisions in all our Cabinet, culminating into this 100% Cabinet meeting wherein the following decisions were taken:

  1. Approval to the Assam Electronics (Semiconductor, etc.) Policy 2023
  2. Approval to amendment of Assam Land and Revenue Service Rules, 2015
  3. Approval to Assam Mobility of Employees of State Government and Other Establishment (for Optimum Utilization of Available Manpower for Efficiency) Bill, 2023
  4. Approval to lease agreement with Jenipro Hotels Pvt Ltd. to augment tourism potential in Kaziranga National Park and generate employment for local youth
  5. Approval to amendment of Rule 3 of Schedule-1 of the Assam Elementary Education (Provincialisation) Rules 1977
  6. Approval to install 2,000 CCTV cameras across Guwahati
  7. Approval to implementation of Most Outstanding District Initiative (MODI)

  1. Accelerating Industrial Growth
    • Approval to the Assam Electronics (Semiconductor, etc.) Policy 2023
    • This will establish Assam as a hub of semiconductor manufacturing and electronics production. Key benefits of the policy include:
      • Attracting Semiconductor Fabrication and Design Investment
      • Job Creation
      • Ecosystem Development
      • Market Resilience
      • Export Growth
      • Revenue Generation for State
    • Benefits of the policy will be applicable to all new units falling under ‘Semiconductor Manufacturing’ and to eligible industrial units which will be allowed to take up phase-wise commissioning of the total approved plant capacity within the overall prescribed time limit of 3 years for MSMEs and 5 years for Large Industries from the date of first fixed capital investment
    • The setting up of these industries will create wide range of direct and indirect employment and promote socio-economic growth
  2. Ensuring Administrative Efficiency
    • Approval to amendment of Assam Land and Revenue Service Rules, 2015
    • Provision to ensure officers of ALRS can be posted both as Circle Officer and Circle Officer (attached) or any other post equivalent to ALRS (Junior Grade) for better service delivery
    • Approval to Assam Mobility of Employees of State Government and Other Establishment (for Optimum Utilization of Available Manpower for Efficiency) Bill, 2023
    • Bill to ensure optimum resource utilisation by easing mobility of Govt personnel from one department to other
  3. Boosting Tourism
    • Approval to lease agreement with Jenipro Hotels Pvt Ltd. a group entity of Saraf Hotel Enterprises (Hyatt Group of Hotels) to augment tourism potential in Kaziranga National Park and generate employment for local youth
  4. Streamlining Teacher Selection
    • Approval to amendment of Rule 3 of Schedule-l of the Assam Elementary Education (Provincialisation) Rules 1977 to improve selection criteria of teachers in LP and UP schools
    • Selection of teacher for lower primary school and for Class | to Class V shall be made as per the following proportion:
      • 5% of percentage marks secured in Higher Secondary/Senior Secondary or equivalent examination
      • 10% of percentage of marks secured in graduation – in case of candidates having major in any subject, the marks secured in that subject shall be taken into consideration.
      • 5% of marks secured in Diploma in Elementary Education (D.EL.Ed) or Bachelor of Education (B.Ed) or Bachelor of Elementary Education (B.EL.Ed) Examination.
      • 80% of the percentage of marks secured in TET, including CTET for lower primary schools. The selection of candidates shall be equal to the number of vacancies.
      • Selection of teacher for upper primary school and for teaching in Class VI to Class VIII shall be made as per the following proportion:

  5. Enhancing Public Safety
    • Approval to install 2,000 CCTV cameras across Guwahati to implement a citizen-friendly, holistic, integrated and responsive Intelligent City Surveillance System
    • The project aims to improve safety, enhance productivity, ensure enforcement and effective & preventive policing through integration with existing ITMS, etc.
  6. Rewarding Cleanliness
    • Approval to implementation of Most Outstanding District Initiative (MODI), a clean district ranking drive to achieve total solid waste management and sanitation in the State
    • Most outstanding district will be awarded 100 crore towards its infrastructure development and the results will be tentatively declared by first week of April 2024
  7. Effective Land Utilisation
    • Approval to amendment of Rule-26 of the ALRR, 1886 (Part-II-Rules) for rendering settlement holders ineligible for further settlement of Govt lands, in cases of transfer of settled lands anytime after the date of settlement and ancillary actions
  8. Rationalising Factory Administration
    • Approval to amendment of The Assam Factories (Amendment) Rules, 2023 to ensure delivery of various online services and reduce compliance burden
  9. Succour to Widows
    • Approval to State Contribution of 950 per month for all beneficiaries under Indira Gandhi National Widow Pension Scheme who are outside the purview of Orunodoi
    • This contribution shall be given over and above ¥300 per month per beneficiary provided by the Centre
    • This will ensure universal coverage and equal monthly pension to all widow beneficiaries in the State
  10. Streamlining Capital Investment
    • Approval to payment of Mobilisation Advance for implementation of works under Special Assistance to States for Capital Investment for FY 2023-24 wherein 10% of interest free Mobilisation Advance can be taken by contractors
    • This will encourage bidders to submit competitive bids and boost their cash flow
  11. Showcasing the Vibrant Culture of Assam
    • Approval to conduct Sanskritik Mahasangram
    • The competition will be held in six categories i.e. Jyoti Sangeet, Rabha Sangeet, Bhupendra Sangeet, Rabindra Sangeet, Tribal Dance & Bihu over a period of four months starting from October 10
    • The registration portal for LAC Level Competition will open on 15 September 2023 HB The Grand Finale will be held on 7 February 2024, where winners will be announced
  12. Revamping Administrative Structure
    • Approval to the draft Assam Rules of Executive Business, 2023 & repeal of Assam Rules of Executive Business, 1968. The proposed Rules will include the following:
      • Detailed Functions and responsibilities of departments are clearly delineated and added in a separate schedule
      • Emphasis on specific provisions for sovereign departmental consultation, reducing the consultation time
      • Separate schedule for the cases to be submitted before the Governor, Chief Minister and the Cabinet
      • Adaptation of ratification method along with circulation method for placing urgent matters before the Cabinet
      • Upgradation of involvement of financial implications.
      • Nomenclature related to the Sixth Schedule areas are specified
      • Updated list of Department along with latest nomenclature
    • This will be the first ever comprehensive revamp of Rules of Executive Business after 1968.
  13. Strengthening Criminal Justice System
    • Approval to an MoU between Assam Police and National Forensic Sciences University (NFSU), Gandhinagar, enabling testing of forensic samples from Assam Police to NFSU Laboratories.
    • 36 mobile forensic laboratories for each district to be procured under this MoU and forensic experts shall be provided on contractual basis to Assam Police
    • Placement to interns passed from NFSU for fixed tenures in Directorate of Forensic Science and Regional FSLs
    • Modernisation of Assam Police with latest equipments and gadgets
